This is the basic NOUN sentence pattern. Please remember that the sentences that end with NOUNS are called “NOUN sentences” in the MISJ programs.
In NOUN sentences, the SUBJECT information is basically assembled as the HEADLINE information indicated by 「は」.
The HEADLINE information is only added when the speaker feels it is necessary.
